Priority Group 1 includes veterans with a service-connected disability rated 50% or higher, veterans the VA has determined are unable to work due to a service-connected disability (TDIU), and Medal of Honor recipients.

All medical, surgical, and mental health care — including conditions that are NOT service-connected. Includes inpatient and outpatient care, medications, preventive care, and extended care services. No copays for inpatient care, outpatient care, medications, or extended care services.

Urgent care visits beyond the first 3 per calendar year incur a $30 copay (even for Priority Group 1 veterans).

Dental is NOT automatically included (separate eligibility rules apply). Routine eye exams are covered for enrolled veterans, and eyeglasses are covered for veterans with a compensable service-connected disability.

All veterans must enroll in VA health care to receive services. Veterans qualifying for Priority Group 1 receive top-priority placement automatically. Submit VA Form 10-10EZ online, by phone, by mail, or in person at a VA medical facility.
