Eligibility
Must be rated 100% disabled (schedular or TDIU), OR be a former POW, OR have a service-connected dental condition. Important: Temporary 100% ratings such as those for convalescence (38 CFR 4.30) or prestabilization do NOT qualify for this benefit; the 100% rating must be a stabilized schedular or TDIU rating. Note: Permanent & Total (P&T) status is NOT required — any stabilized 100% rating qualifies.
