The combat wound/permanent-disability/limb-loss requirement applies to a SECOND, broader waiver tier (covering charges exceeding only tuition+fee benefits) per WV Code 18B-10-10. Standard MOH/PH waiver covers tuition and fees exceeding state/federal education benefits. Up to 8 semesters total.
