Eligibility
Service-connected injury or disease resulting in blindness (visual acuity 3/60 or 10/200 or less in better eye with correcting lens, or visual field contracted to 20 degrees or less). The requirement is service-connected blindness, not necessarily a 100% overall VA disability rating. Honorable or Under Honorable Conditions discharge. Must have been a PA resident upon entering military service.
