Service-connected loss or loss of use of two or more extremities. The 40% minimum VA disability rating requirement applies per affected limb (i.e., each limb must be rated at least 40%), and the veteran must have loss or loss of use of two or more extremities. Honorable or Under Honorable Conditions discharge. PA resident.
