Free unlimited travel on the NYS Thruway for disabled veterans with loss or permanent loss of use of limbs or blindness (VA Form 21-4502).

Eligibility
Must have a fee-exempt vehicle registration from the NY DMV. To get this, you must have been approved for the VA Automobile Grant (VA Form 21-4502) for loss or permanent loss of use of one or both hands or feet, or permanent impairment of vision. This is NOT available to all 100% disabled veterans — it requires the specific automobile adaptive equipment grant.
Step 1: Complete VA Form 21-4502 and submit to your VA Regional Office (NYC or Buffalo).
Step 2: When the VA approves your form, purchase a vehicle with approved adaptive equipment.
Step 3: Obtain a fee-exempt vehicle registration from the NY DMV.
Step 4: Complete the E-ZPass Application for Disabled Veteran Non-Revenue Plan (Form TA-W5175) and submit with your fee-exempt registration to the Thruway Authority E-ZPass office.
