NOT in effect. HB25 (2023 Regular Session) would have amended KRS 186.531 to exempt 100% service-connected disabled veterans from fees for a voluntary travel ID, standard personal ID card, or operator's license. The bill died in committee in 2023 without passage, and no successor has been enacted as of mid-2026. 100% disabled veterans currently pay standard license fees ($20-$48). Verify with the Kentucky Transportation Cabinet before relying on this benefit.
If enacted in the future, the exemption would save the standard KY license fee.
