Who is eligible
Eligibility
Active drilling Utah National Guard members (Army or Air) who are satisfactory participants in good standing, currently deployable (or making measurable progress toward it), and not under a Suspension of Favorable Personnel Action / Unfavorable Information File (flagged members are ineligible). Service members eligible for Federal Tuition Assistance (FTA) must use FTA together with STA, with STA covering the remaining tuition and fees; those not eligible for FTA may, in certain circumstances, use STA without first applying for FTA. Members attending full-time (12-18 credit hours) at a Utah public college or university must apply for the State Tuition Waiver (STW) before applying for STA. STA funds one degree at each level (Associate, Bachelor's, Master's, Professional/Doctorate) and will not pay for a degree equal to or lower than a level for which STA was already used; certificates/credentials may be funded regardless of current degree level.
What Utah National Guard State Tuition Assistance covers
Coverage
Up to $7,000 per state fiscal year (July 1-June 30), paid directly to the school for tuition and fees on required coursework. "Fees" include special course fees, required textbooks, and course-related materials. Usable at any accredited college, university, or technical school, part-time or full-time. FTA is applied alongside STA (STA covers the remainder of tuition and fees), and the combination of GI Bill (e.g., Chapter 33/Post-9/11) plus state payments may not exceed 100% of tuition/fee costs. Each state fiscal year a member may receive either STA or Student School Loan Repayment (SSLR) - not both; applying for both in the same fiscal year results in disqualification from both.
Important to know
A grade of C or better is required in each funded course to avoid recoupment. A two-year service obligation applies (measured from the course end date); voluntary or for-cause separation before completing it, incomplete courses, or failing to maintain satisfactory academic progress can trigger recoupment. The Statement of Agreement must be updated/signed annually (each school year).
