Active-duty members (and their spouses/dependents) on active duty for more than 30 days; active-duty members injured during service with less than 30 days; RI residents using transferred federal GI Bill benefits or Fry Scholarship. Eligible active duty and veterans receive in-state rates immediately upon establishing RI residence.
