Veteran with an honorable discharge (general discharge does NOT qualify) who meets one of: received a campaign medal, has a service-connected disability, or retired at grade O-3 or below. Also extends to spouses of 100% disabled veterans and surviving spouses (not remarried) of veterans KIA or who died from service injuries.
