Overview
Eligibility (four plans):
Plan A
Unmarried child (ages 14-27; age 30 if child is also a veteran) of a veteran who is totally service-connected disabled OR whose death was rated service-connected. No income restriction. Cannot simultaneously receive VA Chapter 35 benefits.
Plan B
Child (no age limit) of a veteran with any service-connected disability (or who died of service-related causes). Student AGI plus parental support cannot exceed $22,273 (2025-26).
Plan C
Dependent or unremarried surviving spouse of a California National Guard member killed, disabled, or who died from disability while in active state service.
Plan D
Medal of Honor recipients and their children under age 27. Limited to undergraduate studies. Subject to income and age restrictions.
Covers
Waives mandatory system-wide tuition and fees at any California Community College, CSU, or UC campus. Does NOT cover campus-specific fees, books, parking, or room and board.
