Texas Veteran Benefits: Complete 2026 Guide

Texas offers some of the most generous veteran benefits in the country, from full property tax exemptions to the Hazlewood Act. Here is everything you need to know.

Why Texas Is One of the Best States for Veterans

Texas consistently ranks among the top states for veteran benefits. With a large military presence, strong legislative support, and programs that go well beyond what most states offer, Texas is a top destination for veterans considering relocation.

Property Tax Exemptions

Texas offers one of the most generous property tax programs in the country for disabled veterans:

  • 100% disabled veterans receive a full property tax exemption on their homestead. This means zero property tax on your primary residence, regardless of the home's value.
  • Veterans rated 10% to 90% receive a partial exemption ranging from $5,000 to $12,000 off the assessed value, depending on rating level.
  • Surviving spouses of veterans who died in service or who were rated 100% at the time of death also qualify for the full exemption, as long as they remain unmarried and occupy the home.

For a veteran with a $350,000 home in a district with a 2.5% effective tax rate, the 100% exemption saves $8,750 per year.

The Hazlewood Act

The Hazlewood Act provides up to 150 credit hours of free tuition and fees at Texas public colleges and universities. This benefit is available to veterans who were Texas residents when they entered the military or who have lived in Texas for at least 12 months before enrolling.

Key details: - Covers tuition and most fees at any state-supported college or university - Can be used for undergraduate or graduate programs - Unused hours can be transferred to a dependent child through the Hazlewood Legacy Act - The veteran must have received an honorable discharge

Veterans Land Board Programs

The Texas Veterans Land Board (VLB) offers three major financial programs:

  • Home loans with competitive interest rates and little or no down payment for eligible veterans
  • Land loans for purchasing at least one acre of land in Texas
  • Home improvement loans up to $50,000 for repairs and upgrades

These programs often have lower interest rates than conventional lenders and are specifically designed for Texas veterans.

Additional Texas Benefits

  • Free driver license with "Veteran" designation
  • Free DV license plates (Disabled Veteran plates with no registration fee)
  • Free hunting and fishing licenses for veterans rated 50% or higher
  • Free state park entry with a Parklands Passport
