Eligibility
Texas resident at time of entry into military service, designated Texas as Home of Record, OR was a Texas resident at entry. At least 181 days of active duty (excluding training). Honorable discharge required. Applicant must have applied for and either exhausted, or be ineligible for, federal VA education benefits dedicated to tuition and fees (e.g., Ch. 33 / Ch. 31) for the term in which Hazlewood is claimed.
Covers
Tuition and most fees at any Texas public college or university โ up to 150 credit hours. Does NOT cover room, board, books, or living expenses.
Hazlewood Legacy Act (transfers to children): Unused hours may be transferred to a spouse or child (biological, adopted, or stepchild). IMPORTANT: the Legacy Act child must also have applied for and either exhausted, or been determined ineligible for, federal VA education benefits โ same rule as the veteran. The child must be 25 years or younger on the first day of the term (extensions for qualifying illness). The child must be classified by the institution as a Texas resident for the term in which the exemption is claimed, and the veteran must remain a Texas resident during that same term.
How to apply
Submit a Hazlewood exemption application through your school's veterans office. Provide DD-214 and proof of Texas residency. The TVC application portal is at hazlewood.tvc.texas.gov.
