Eligibility
100% service-connected, permanent and total disability rating from the VA (includes Individual Unemployability paid at 100%). Must occupy the property as principal residence. Virginia resident. Surviving spouse eligible if veteran died on or after January 1, 2011, and spouse has not remarried.
